Function: Sets the COM port to use.
Arguments: Integer:
PortNumber A value from 1 to 4.
Return Value: Void.
Remarks: The SigPlus OCX control does not lock up a port as is the case with
mouse-type drivers. The port is only used when the TabletState is ON.
Take care to only set the COM port when the TabletState is OFF.
